This quote is meant for those cultural relativists in the liberal/progressive camp (e.g. Mr. Seymour Hersh whom in an interview with Iranian news agency called Iran, "the most democratic country in the Middle East) who compare Iran to Arab countries not knowing the ancient or recent history of iran. Wise choice for this post. Although to look at such picture one must endure a great anguish, but when the reality is as ugly as this one, the world should know about it....

In an interesting commentary on the antiquity of Persian and Jewish cultures, that proverb you have quoted sounds a lot like the definition of Judaism given by the ancient Rabbi Hillel (approx 1900 years ago):
"What is hateful to you, do not do to another. The rest is commentary."
